Right-hander Chad Qualls has signed a one-year, $1.15 million contract with the Philadelphia Phillies. The deal, announced on Tuesday, includes performance and awards bonuses. The 33-year-old Qualls went 6-8 with a 3.51 ERA in 77 games for San Diego last season
