What that tells me is that, while there might be a DE/Edge to drop to their spot, the ones they really like probably won't. This gives them a bit of an edge to have somebody inhouse instead of maybe overpaying for one at slot. They also might not want to trade up if one of the big-2 drop to the 10th pick or so - especially if they might be trading one of those first rounders away.
We'll have to see how this plays out.

Might it mean that the Eagles like Pickett, CB and a WR in round 1? They either like Pickett or want teams to think they like Pickett so they will trade up and push another player down to Howie at 15.

At first, I was like WTF, but if the deal is as cheap as I think it is, I think this is a good deal. Barnett now has a choice...he can either show he belongs in the NFL and will make this a career or he can fade away. He is still very young and at worst case, he is a good rotational option.
I also think the Eagles are doing this with the thought to take ojabo in the 2nd round if he is available.
My new draft thoughts:
15 Stingley...talk of him dropping a bit seem strong
16 Devon Lloyd
19 trade back to the mid to late 20s and take best Safety available Brisker Cine Pitre
51 Ojabo....I think the Eagles would have taken him with one of their 1sts
83 best RB that fits what they like out of their backs

I have no issue with a depth signing of Barnett, especially since Ojabo was hurt and Johnson is the only remaining top 20 DE prospect and he could likely be gone.
Yes. He can be irritating, but here's the thing, we have actual evidence that Barnett is NOT a hindrance to winning a SB. I don't mind him as a 4th DE, Kerrigan's replacement.
