That 2023 team option for $16M is a no-brainer.
He may pitch his ass off between now and the end of 2023, in order to land a nine-figure deal and get out of town.
That still benefits the Phillies tremendously for the next season and half.
If next season goes down the drain, they have a heckuva chip to trade as a rental in Summer 2023, all presumed Nola is the Nola old of.
Or, depending on what Phillies see between now and the end the season, they may want to negotiate a long-term deal that additionally reworks the 2023 number in a way that entices Nola.
Right now, though, just too many questions on what Nola will look like over an extended period.

Solid (and cheap) 4 or 5 was always my ceiling for Suarez, and I think he can be that.
If you think back to what he was considered 1 year ago, before his great run, that'd be considered a bonus. From roster filler to serviceable 4/5 works for me.
