If you think back to what he was considered 1 year ago, before his great run, that'd be considered a bonus. From roster filler to serviceable 4/5 works for me.

I'm not convinced at this point that a solid and cheap 5 is better than the fireman out of the pen. That might end up being more useful in the long term.

Possibly. But I'm not sure either the reliever or the starting pitcher we saw Suarez as last year is the real thing. If he's just going to be "slightly above average," I think probably he's more valuable taking innings as a starting pitcher, especially given how bad the franchise is at finding depth there.
